940 & 941 On-Line Filing Employment Tax Program


Description:

The 940 and 941 On-Line Filing Program is used by reporting agents who are filing on behalf of business taxpayers. The On-Line program uses a Web-based system to prepare, sign, and file Form 940, Employer's Annual Federal Unemployment (FUTA) Tax Return and Form 941, Employers' Quarterly Federal Tax Return. The On-Line program requires participants to file an electronic Letter of Application (LOA), which is available in the On-Line filing tax preparation software package, through a designated transmitter. Once the LOA is processed, the business taxpayer will receive a Personal Identification Number (PIN) to be used to sign each return.

Who Can Participate:

The 940 and 941 On-Line Filing Program is available to business taxpayers including reporting agents that submit one or more Forms 940 or 941 for themselves to the IRS using an approved third-party transmitter. The business filer must have access to a personal computer (PC) and modem. Participation is also open to software developers and transmitters.

How to Participate:

  • Interested businesses must choose an approved vendor (software developer/transmitter) who offers Form 940 and/or Form 941 On-Line filing.
  • The business filer must apply for a Personal Identification Number (PIN) by completing the Letter of Application (LOA) by logging onto the Web-based Internet system to register and file their 940 and/or 941 return electronically using a third-party transmitter. This must be accomplished before filing the first return. The business filer will receive their PIN by mail from the IRS in 3 to 5 business days. The PIN will be used in lieu of the business filer's signature to file a return electronically.
  • Only Software Developers/Transmitters are required to submit a Form 9041, Application/Registration for Filing Business Returns to the Austin Electronic Filing Help Desk to participate in the 940 or 941 On-Line Filing Program. Software developers and transmitters may obtain Form 9041 by visiting www.irs.gov or call 1-800-829-3676. Mail the completed Form 9041 to:
